Okay sorry, didn't read the rules yet.
But the groups of 3 idea is still pretty sound, I think. If we assume we've got, maybe, 6 scum in this game, it's highly likely we could get a group of 3 (selected randomly) that doesn't contain any scum. That would potentially clear 3 people on one day, when whoever they voted for turned out to be President.
Alternately, we can just do what I said before about voting for yourself, except with the variation that two players vote for each other. Though we might end up withb a scum president for the day, the person who elected him/her would be confirmed. We could agree to have said prez follow the will of the people.-

Hmm.
I was going to say that I'm not sure what is the big deal about scum possibly becoming president, because they are 'forced' to either abide by the town or face a lot of consequences if they try to find a way to misexecute a townie. IE if I am the president, and scum, I am going to let YOU guys tell me who to kill and let the people who pushed that take the brunt of it if it's a mistake; which is similar to town.
At end game, now, obviously we do NOT want scum to be in the presidency; they would be able to quick end the game. But if I were to kill someone today abruotly, as scum, it would probably get m vigegd or killed the next day.
Inasmuch; I can vouch (and you players from the future reading over the game, long after I am dead) that the pro-town voters in this game have RANDOMLY done a great job in picking a pro-town president.
Other games where this sort of thing has eben a factor is Big Brother mafia, where a single player could choose two players, only of which could be lynched each day, and Exile mafia (which unfortunately was abandoned) in which players voted at night for the top two players to be lynched the next day. This is inverted in that instead of voting who to be lynched we are voting who to be teh Decision Maker.
BTW: I will offer a cabinet position (for as long as I am in tenure) for any player who makes a Memorandum as to who voted who last night. I think that, barring investigations etc that we should try to keep scum on their toes by forcing everyone to claim who they voted for.
DGB: You *Are* gutsy enough to claim to have not voted as town or as scum, but you better hope someone else has a worse claim, true or not.-

If you were pro-scum, you wouldn't know pro-town players weren't explicitly told they couldn't vote themselves any more than the mafia were.
Before voting, I read the rules in the thread to be sure of what I was supposed to do, and noticed, among other things, that I couldn't vote for myself. I felt this was the natural thing to do before casting a vote.
My line of thought was therefore that scum would be more likely than townies to not know that players can't vote for themselves, as they would care less than townies about the exact protocol that the 'elections' follow. In other words, townies would be more aware of the rules than scum.
