Its pre-flip because you are making two reads: one that is Town, one that is Scum, separated by the fact that they cannot be teamed. This is an association read that relies on them not both being mafia. The association is based on meta as the method, but what you are really saying is that

because

one player is Town, that means the other has to be Scum and there is no association able to be made without a flip of one or the other.
