Yeah, Neighorizer is a terrible first pick. Legit terrible.

There is very likely a strong PR that didn't wind up in this gamr and someone lower on the list probably took Neighborizer assuming that it wouldn't be taken. If you are first on the list and you are Town, you use the opportunity to get as many powerful PRs in Town's hands as possible.

If everyone followed your idea of best role picking first, the cop would be dead every night 1.
It's not an awful pick. It's a great pick. I've seen plenty of games won from that role, although it's normally a lot more effective without outing them.
