It's not a rumour anymore, Riot have confirmed that he is the second rework coming out. Ryze is first.

He is third in line to get a rework IIRC, so maybe end of the year, or beginning of next year.

Holy shit just stop, he's been fully remade what four times already? He has brief, shining moments of OP due to itemization and then he gets nerfed into oblivion, a rapid fire caster is always going to be famine or feast. Stop the madness, stop the ryze.
I'd rather see LOL2 get announced but only half the roster gets to migrate. Leave all the shitters and new champs home, and start over trying to "balance" this pile.

Ryze was announced again shortly after Taric's rework, around the time he was modded to only using 5 spells per passive I believe. I agree that it's senseless to try and balance him as the way he is based is similar to Udyr, when items are easily available or in an overpowered state he capitalizes significantly more than most others in the same boat (namely, mana items for him).

I think they need to remove the mana scaling altogether, but maybe allow him a CDR modifier based on his mana or a percent increase on his AP or something.

I'll be surprised if his next rework is any more workable than any of the other ideas he's had before. This is the third time he's being reworked, at least since I started playing the game.

Well they showed some of ww's concepts they had and it was horrible. IDK what design space they really have. He's a sturdy lifestealing guy who can lock a single person down. EZ. That doesn't make him powerful though. Being nearly inescapable because of blood scent makes a close teamfight into a blowout victory, and taking lategame objectives becomes way easier because of hunter's call. Sure the latter you can change a bit, but would you want to make ww able to chase down squishies by giving him a gapcloser? Probably not, it's tricky to keep that characteristic that's appreciated and part of his power without making it worse than it is now. His ult is decidedly oldfashioned, but then that's what everybody remembers of ww. Good luck fixing that without making the ww mains sad.

Him being such a simple champ as he is, the things he does all seem part of his identity. Improving without making it way more complex can't be that easy.
