AFAIK that's standard. We don't use bukkit on modded and it still exists. There's a spawn protection setting in the basic server settings that just needs to be set to 1 in order to prevent that.
And actually, I'd be interested in a Vanilla server. I have seen a ton of awesome new stuff for 1.8 I want to look at. And I'd rather do that with people.

I propose we do what the mind crackers are doing. that is start out with a smallish world border and have it increase about 6 or 7 or 8 blocks a day. it compels teamwork and community. and more peeps would want to comeback to help in projects.

A question that sometimes drives me hazy: am I or are the others crazy?
@ETL - I've personally done all I want to on Agrarian Skies. Haven't completed all the quests but really have no interest in doing the last few. It was a good server though, after I got over my initial frustration with some of the recipe changes and the whole having to struggle mightily just to not starve to death in the beginning, it was an interesting experience in using the mods in ways I've never done before.
I've no interest in Vanilla but I do have an interest in playing with people. Ironic for me to say that as I am known for getting as far away from spawn as possible and doing my own thing. So I'll throw in with Kcdaspot, if vanilla restarts I'll go ahead and split my Minecraft time between Vanilla and Modded in the hopes that I can help contribute to the type of community we had before the first Mafiascum FTB server went live. Vanilla isn't anywhere close to being as fun as modded but having a server with active players does go a long way to make up for that be it a Vanilla Server or Modded Server.

I'd be interested in getting Vanilla started again with this laissez-faire vision, but we'd definitely need to be more concerned about who let onto the server if there's 0 protection against what they might do just for kicks. Some people just wanna watch the block-y world burn.

For the record, CraftBukkit (the only server software I could think of that would be able to do the "increasing world border" thing) is only 1.7.9 compatible in theory. They're on Beta builds, which I'm not all too excited about using on a community server. Modded is different, rampant bugs should be expected - that expectation doesn't exist in Vanilla and shouldn't have to.
So we're either looking at a "wait for 1.8" (which I'd prefer anyway) or "downgrade and hope shit works later" approach.

Problem is we historically haven't known who fucks shit up on our servers because they don't usually advertise it, with one definitive exception. Either way I'm just speaking generally. Another consideration is accidents that could be prevented with some kind of protection... I'm thinking about certain people who have a knack for dying, sometimes near structures and in ways [read: Creeper] that fuck up other people's shit.
