Its exactly how it works though - as it sits, Konowa has a 0% chance of winning. ANYTHING that raises that chance is going to be preferable to not. Only real solution? Acquiescing and playing nice nice like an SK and hoping that MAGIC HIJINKS happen that gives him a real shot is all he can hope for?
Town side? Early game we have a controlled shot and a variable under control. Now, will he betray us? Of course - when the opportunity presents itself. The trick, aye, the rub, is making sure that doesn't happen.
Scum side? Well, thats a huge "ohh shit" kinda situation. You have an SK on a leash that the leash will transfer so killing the leasholder doesn't help. Further, you've got to dodge a lynch AND a shot which is bad news bears. And... only way to fix it? Doing the town a favor and killing the SK.
Its a gamble, but its a fair one. One I like. One that makes more blood.- Papa Zito

*sigh* Guess we're not lynching the SK after all. At least there's one scum down, so we might be able to take a risk here. I think we can afford to let Konowa shoot once or twice under our guidance. After that, the risk might be too high. I suppose we leave him alive for now, although I'd prefer either everyone voting on who gets shot OR someone more likely town getting Konowa's leash, such as Jacob.

Because his chance of winning is now zero (or at least will be with me in the game, because I'm going to make sure stupid people in this game won't mess up) it does not matter that much what he does by night so he'll probably shoot someone randomly out of which he gets the most gratification.
If you think that you can put him on a leash so it benefits your wincon then by all means try it, but I'm very much against it.
