Tradition is important. Putting someone at L-2 isn't scummy. There is little to no chance a lynch on the person being voted will immediately evolve from putting someone to L-2 and it is a catalyst for discussion, while forcing people to take sides and opposing views, which is always helpful to get the scumhuntings going at the start of a game.

wow I suck at grammar
The chance of a quicklynch immediately following putting someone at L-2 is tiny on the first day, but it does act as a catalyst for discussion and forces people to take opposing views. This helps scumhunting, especially at the start of the game.
