This seems like a good way to get rid of contradictory rules, which will keep the game clean.

proposal 15: Everyone gets a role (given by the mod). After a rule is accepted or denied, everyone has 24 hours to send in their action, or lose it. Missing an action 3 times in a row results in a prod. Missing an action after that results in replacement. This rule comes into effect after we get one more person, or a rule comes into effect altering it
