wouldn't it be better to try not to die at all? getting modkilled saves bullets, but it doesn't help the town's numbers.

that'll work as long as the scum don't try something sneaky, like pretending to be town. all they'd have to do is hold onto their kills and use them once the townies who've killed someone have self-destructed.

under that plan, if there are scum in the people who haven't shot then they just have to sit tight and stay alive until the end of the game. town loses even if only one scum is left alive after all town have taken their shot.

Scum who haven't shot are a different proposition. They need to be caught the traiditional (well, you know what I mean) way. This is just a stress free way of catching scum who have already used their bullet, and I think it's a worthwhile use of even a townies bullet to kill a scum without one. Obviously, it could just as easily be a scum who has to use their bullet as well, so it's not like we can guarantee for it to be a scum, either.

The Townies without bullets, from a game mechanic point of view, are completely useless at this point, whilst the scum without bullets are a threat. Removing the Bulletless guys from the game means that we eliminate one of the threats for the cost of some irrelevant townies and a couple of bullets.
ok, fair point. a slow, quiet death it is then.
