Read the first post of this thread, you don't have to send your setup anywhere, if you have the experience required you can start sign-ups whenever you want.

Mastermind, the claim-idea is to avoid that a game you have almost entirely finished is claimed by someone else before you have a chance to run it. I'm afraid you can't put up claims like that, I don't think you have put enough work in it. Feel free to say if you have, though!

Yes. And assuming you have put a lot of thought in it and had hours of work ruined if someone ran that theme just before you are able to.
