beat the three heroics with
- zoo
- zoo
- bullshit priest, got him to put 1/1's and fill up his board, then kept pace on heals or outhealed him every turn with voodoo/elune/ERF's, lowered him with mind blasts and holy fires until I was ready for tons of charge damage

When I think burn decks, I don't typically think freeze mechanics and card draw. Chamber, I'm guessing you feel terrible because suddenly you feel slow? And I'd agree, that deck seems confused with its own identity. But according to this write-up of a very similar deck (faerie dragons/coldlight instead of loot hoarders/elven archer), the water elementals whole purpose is ice lance (which seems narrow), and the azure drakes are just generalist cards, not win condition enablers.
The author in the link i posted self-describes as "making legend four times in a row", but doesn't state it was with this deck, so I dunno. I personally prefer decks where all 30 cards are geared towards a particular style. All freeze mage (wish I had Alex). Or all rush. IMHO.

Uh, not really? Like, taz is one mana cheaper, and that mana does matter.
That said, sludge belcher vs fen creeper is 5 mana 3/5 into 1/2 vs 5 mana 3/6 - sludge is way better.
Belcher is rare, Creeper is common, so arena drafters will still be presented with more Fen's. Constructed could also still benefit with the higher health minion if it fits with the idea of the deck. I don't think it's so cut and dried that Sludge beats Fen in all circumstances or anything.

The problem with 6 HP is that it doesn't really avoid any removal that 5 HP doesn't (except Lava Burst which isn't seen often due to its awkward casting cost). That's why Sludge Belcher is so much better than Fen Creeper; you'll probably spend the same amount of removal to kill the actual minion, and then still have to kill the 1/2 after that.
Your point that Fen Creeper will be more common in Arena than Sludge Belcher is sort of flawed because there are a lot more common/free cards to choose from than rare cards and it isn't relevant to their power levels.

Anyways, snark aside, the point that decks will gravitate to certain cards is valid but you'll always have meta weirdness that will bring certain cards back into vogue. Goooooo windfury 1/1 deck.

One thing I can appreciate with regards to Constructed:
When you have cards that are somewhat similar, and might be a core component of a particular deck, you have the ability to put more of your deck slots towards that particular mechanic. So for Fen Creeper vs. Sludge guy, some deck ideas may simply ask: Porque no los dos? That in itself can be rather powerful.

if the idea is board clear until finishers, then maybe continue with the theme of AoE clearing by using the taunt minions with aoe death rattles or baron

Arena statistics skewed to the submissions of the members of the site ("~171900 arenas" since official release, almost 300k since alpha), but probably generally representative of the population at large.
