out of game, means something out of the context of game.

Giving 50$, giving naked pictures and so on. Over at FBG that kind of stuff is mod-kill. Stems from a couple of folks who were both plain jane villagers who started throwing out "bets" of IP bans if lying. Over there it means mod kill. Just not good game play, don't like it. But usually I have seen it done not by bad guys. I wouldn't put it past you though.
