That would mean that if he doesn't use a power tonight, he could choose an alignment the night following. Does that make sense? That is what I believe he is saying.

Scum or survivor is definitely compatible with his behavior. The very heavy lurking, the lack of scum hunting, the efforts not to rock the boat, and the mobilization of his effort when caught (only to defend himself, and not try to catch scum), support this.
