RVS is the abbreviation for Random Voting Stage, and as said, it's the stage where votes should be random.
Random signifies non-chosen, but it's technically impossible for something to not be chosen. If you voted X, you basically chose to vote X. If you used random.org, the random.org chose to vote X. So it's not possible for something to be non-chosen, unless you don't vote that thing.
There's a contradiction when votes should be random. The votes will never be random, there'll always be a reason, be it the player's choice or a mechanical choice.
So wouldn't it be better to call this the Non-Random Voting Stage? You'd probably say no because the entire game you vote non-randomly. However, the players have a urge to make a distinction for the first few pages of the game. So what's the better name for this phase? And where you draw the line for this phase and the next phase?
