This seems like a reasonable plan, if the sender is willing to come forward.

If they are not it is likely bogus unless the sender has some overblown sense of how important their role is.

There shouldn't be pairs, though?

It would make more sense to have an A->B->C->A loop so that people cannot confirm each other.
