IME, queue updates are somewhere between every 4 days and once a week.

Games are usually given out in batches though.

Question. How long is the replacement list because I have been on the list for at least a week and haven't been replaced into any games.

There is no replacement list; in order to replace into a game, you must PM the mod of the game. Replacements are issued on a first-come, first-serve basis.

Huh. I never noticed that before. Weird.

If there actually is a replacement list, I've never personally seen it be used before; PMing the mod of a game you want to replace into will generally get you the best results.
