"So you're probably wondering what I did to get the guards on my tail. Believe it or not, those guards are concerned for MY safety -
dare I say it
- even WORRIED about me!? Maybe??
Look, my father the governor of this beaaaau-tiful port, prOtEctOr oF cOmMerCE, Port Authority of Silver Poo piles and whatever else cuckoo titles they're coming up with nowadays, has decided, in his INFINITE WISDOM, to BAN. ALL. TEA. LEAVES. IMPORT. I mean, yeah, apparently there's some stomach-eating parasite-worm-caterpillar thingy that's hitching a ride on the imported tea leaves and we have to shut it all down before the infestation spirals out of control.
But have you considered this:
I DRINK LIKE 200 CUPS OF TEA A DAY AND I HAVE YET TO SEE THIS DEMON BUG MONSTER. So yeah. Slam dunk and checkmate, end of argument, yeah? Buuuuut my father didn't see it that way when he caught me sipping some bootleg tea while skipping piano lessons. (EWgh, piano lessons.) Anyways, I need to CLAN-DESTINE-LY lose these bootleg leaves I bought off the one-toothed fortuneteller granny at the docks, and soon as the heat goes down, I will be picking these leaves right back up for some gloooorious caffeine action. So, whaddya say? You in for some adventure?
..hurry up and answer because my stomach's killing me."
Setup
Factions
Smugglers
3 Smugglers
Merchants
12 Merchants, 1 Port Authority, 1 Tomboy Daughter
Day Phase
During the day, each player votes to execute as normal.
Each player also publicly chooses to send a shipment of
Linen
,
Copper
, or
Wheat
each day. (defaults to
Linen
if no decision is made)
Each player also votes on a
Ship Inspection
target. (Picked between
Linen, Copper, and Wheat
. Decided by plurality at the time of execute.)
Night Phase
During the night, each ship, containing the players' shipments, will sail.
Smugglers
always secretly send
Tea
instead of
Linen, Copper, or Wheat
.
Tomboy Daughter
also always secretly sends
Tea
instead.
For example,
Linen Ship
Player A - Linen
Player B (
Smuggler
) -
Tea
Player C - Linen
Player D - Linen
Player G (
Smuggler
) -
Tea
Copper Ship
Player E - Copper
Player F (
Tomboy Daughter
) -
Tea
Wheat Ship
Player H - Wheat
Player I - Wheat
Player J - Wheat
Player K - Wheat
Port Authority
decides whether to approve the
Ship Inspection
.
If approved,
Ship Inspection
reveals whether there was
Tea
on the target ship.
Ship Inspection
result is publicized at the beginning of the next day. (Possible results:
Tea found, Tea not found
, or
Ship Check Denied
.)
For example, if
Linen
or
Copper
was targeted in the example above, the
Ship Inspection
result would be:
Tea found
.
If the
Port Authority
wishes, the
Ship Inspection
result can also confirm
Port Authority's
identity.
Additional information
Port Authority
and
Tomboy Daughter
know each other's identity.
Smugglers
may talk to each other at any point in the game as long as they are alive.
Win Conditions
If the
Tomboy Daughter
is executed, then
Smugglers
win.
If at end of
Day 5
, there are at least 2
Smugglers
alive, then
Smugglers
win.
If 2
Smugglers
are executed, the remaining
Smuggler
must immediately make a guess at identity of the
Tomboy Daughter
, and if correct, the
Smugglers
win.
Otherwise,
Merchants
win.

Got it.
Also, if anyone has questions about the setup, feel free to contact me. I'd love to answer any questions anyone may have, especially since the setup is bit unusual. (But it's not difficult to understand and I believe in you guys!)
