Town stills needs a good amount of power even though they have an extra mislim compared to a typical 13p setup. Also, as it stands, the mafia doctor is already a pretty big counter to two of town's roles. Scum do not need a counter to every role that town has because town starts the game at a disadvantage.

random.org I think is the most popular method. As long as you use a random method, it should be fine.
