It isn't stated anywhere in this that a person can't offer to vote another persons title as quid pro quo exchange. So I guess I offer to vote anyone who votes me.

Even so, you can bypass that with 1 extra person.

Person A votes Person B
Person B votes Person C
Person C votes Person B

Then all you have to do given this is say something like I will vote anyone who votes for Person B. Which I will say is Iconeum.
He does the same for me, and now we get votes assuming people play along.
