Origins of World War I


AboutA political-strategy game in which five players represent the five major nations in pre-World War I Europe. They must compete against each other to achieve each nation's 'national objectives'.



Summary of Rules/Play

Each of the five nations playable (Britain, France, Germany, Russia, Austria-Hungary) have their own national objectives, worth varying amounts of points. The game lasts for 10 turns (per country). On their turn, a player chooses allocation of
Political Factors
- representing developing political influence with other countries. A player may also make one
Diplomatic Attack
per turn - representing an attempt to reduce the influence of other countries. Players are encouraged to make deals with each other (all of which are strictly non-enforceable) during any point in the game.

Spoiler: General Rules/Guidelines
  • Signing up

    When signing up, players should choose a country to become the Head of State of (or play as). Obviously, you can't pick a country that has already been chosen.
  • Turn order

    Play will proceed in the following order: Britain, France, Germany, Russia, Austria-Hungary.
  • Actions on a turn

    During their turn, players place the number of
    Political Factors
    they are entitled to (which differs for each country - see here for details) in foreign embassies. A player is limited to adding a maximum of 5 PFs in one embassy per turn. The embassies avaliable are: Britian, France, Germany, Russia, Austria-Hungary, Italy, Serbia, Rumania, Bulgaria, Greece, Turkey, 'Far East' and Africa. Players may put PFs in their 'own embassy' (representing national propaganda) in order to combat the influence of other countries.
  • Diplomatic attacks

    During their turn, players may also make ONE diplomatic attack. In order to make a diplomatic attack on another country, the two countries must have a common embassy in which they have PFs. The ratio of PFs in the attack (attacker:defender) effects how successful the attack will likely be. (See here for more details.)
  • Obtaining treaty rights

    When a nation has ten or more PFs in its embassy in another nation, it has obtained 'treaty rights' from that nation. Should the number of PFs drop below ten, the 'treaty rights' are lost until 10 or more PFs are reached again.
  • Ending the game

    After all the players have had ten turns the game is ended. The situation is compared with the 'national objectives (see here) of each of the five nations and points are awarded accordingly. The player with the most points is the victor - in the event of a tie, the victory is shared between the tied nations.
  • Making deals

    Players are encouraged to make deals with each other and negotiations can take place at any time during the game
    but only in the game thread
    (or Ambassadorial QuickTopics IF AVALIABLE). Any type of deal can be made except that PFs cannot be transferred between players and players cannot combine their PFs in a diplomatic attack. Deals are not enforceable by the rules of the game and any player is free to go back on his word at any time he feels it is to his advantage to do so.


Spoiler: Ambassadors
Each country/Head of State has their own private Ambassador, who helps to manage foreign relations to the other countries.

At any time, an Ambassador may post in thread:
Request to open communications with [country name]
. The Ambassador of the other country then posts either
Accept
or
Decline
. If they accept, then any other Ambassadorial QuickTopics that either of the two other Ambassadors are in are locked, and the Ambassadorial QuickTopic for the two countries is opened/unlocked. Both the Heads of State and the Ambassadors (of those two countries) are allowed to read and post in the QuickTopic.

When a request to open communications is made by an Ambassador, either of the two Heads of State involved may choose to
Veto
the request (ie, decline it). However, only the other Ambassador can officially
Accept
the request.

Each country/Ambassador may only make
or
accept ONE request to open communications with another country per
each country's
turn.

Heads of State MAY communicate with THEIR Ambassador over PM.

Questions/Clarification


Spoiler: I am Germany. Do I lose my bonus points permanently as soon as Great Britain recieves/gives Treaty Rights, or do I regain it if they then lose those Treaty Rights?
Points are awarded based on the situation at the end of the game, so if at the end of the game Great Britain has lost all their Treaty Rights (via Diplomatic Attacks), then Germany would recieve the 5 points regardless of whether Great Britain had held Treaty Rights earlier in the game.

Spoiler: Are we allowed to communicate outside of the game thread?
Unless the Ambassador slots are filled out (so we have 10 players) and I can then implemment the private Ambassadorial QuickTopic rule, then no. All communication is to take place in this game thread.

Spoiler: Are spare PFs kept until the next turn?
No. Spend them on your turn or lose them.

Spoiler: Is there any penalty for allowing other countries to put PFs in my embassy?
Not directly - however, it may in the long term result in them gaining points at the end of the game (which means you need more points to win).

1. I didn't create the game (which has Romania spelt as Rumania), but FWIW, I believe Romania was spelt Rumania in England pre-WW1, so it gives it MOAR HISTORICAL FLAVOUR.
2. Again, I didn't create the game, but it's just the five most important European countries (as judged by the creator).

Having said that, I think it should be fairly easy to pick up, and as Russia you'll be able to watch Britain, France and Germany have their turns so you probably won't have any problems.

(EDIT: If we do get Ambassadors, which country would you want to be an Ambassador for? This isn't like the British Ambassador to France, but rather a more general Ambassador, so a British Ambassador to All Foreign Countries.)
